These are the Unfunded Requirements Lists for the services and the Combatant Commands.   The importance of these is that they identify to Congress the items that the components say they need, a requirement that was not funded in the president’s budget request.  This helps make a good argument for Congress to add funding or cut other programs to fund.   Also, good information for innovators to know where the gaps are.
