Please note that if you have already made a submission to TILO, all FY21 Submissions have been migrated to eSOF, but all prior FY submissions remain in the TILO application and will be worked from there.

Engage SOF (eSOF) is your conduit to present marketing capabilities to the PEO's, Center Directors, and other interested parties within the Head Quarters. It is our duty to match your company’s product/service/capability to the appropriate personnel within the command and schedule discussions or demonstrations if there is sufficient interest at the HQ.

We are always looking for services, technologies, and capabilities that can help our warfighters. We have a process outlined below that we use to evaluate new products/services that industry wants to get in front of the command.

The process begins by accessing the Engage SOF (eSOF) webpage at https://www.socom.mil/SOF-ATL/Pages/eSOF-main.aspx. This page contains relevant information on the eSOF process, instructions for submitting the form, our capability areas of interest, and frequently asked questions. Although is page is supported by Internet Explorer, the submission form is not. Please use Google Chrome, Mozilla Firefox, Microsoft Edge, or Apple Safari for the best viewing experience when submitting. Immediately upon submitting your capability through the eSOF portal, you will be taken to a “Thank You” page that contains a URL unique to your submission. You may use this URL to track the status of your submission through the review process as well as receive feedback.  

The eSOF process allows us to capture all contractor provided information in one central data repository, accessible by all SOCOM personnel throughout the Head Quarters for review and collaboration. Additionally, the lawyers have placed an I HAVE READ AND UNDERSTAND checkbox on the form, which requires your concurrence regarding how your proprietary information will be used. If you are already working with SOF personal, please provide that information in your synopsis.

Your capabilities paper should be approximately 3-5 pages and encompass all the relevant technical specifications for the capability you wish to market to USSOCOM.

Technical specifications include, but are not limited to, things such as size, weight, power, hardware/software requirements, costs, equipment necessary, etc. as applicable to your capability. It should not include extensive company background, org charts, and/or employee biographies. Videos alone are not sufficient support for this process. Video links may, however, be embedded in your documents as additional support. 

Once received, your information will then be reviewed and staffed to the various HQ USSOCOM Program Executive Offices responsible for the R&D, acquisition, production, and sustainment of HQ USSOCOM material and technology platforms other HQ personnel that supports our Special Operations Forces to include our Science and Technology Advisor and other Directorates. If there is interest generated from your submission, the eSOF will coordinate setting up a capabilities briefing with your company in accordance with FAR Part 10.001 for market research. This review and evaluation process is usually completed in about 30-45 days. We are looking for solutions focused on the Special Operations Forces mission, vice a generic corporate overview.

Through its Title 10 responsibilities, USSOCOM is mandated to develop, acquire, field, and sustain technology in support of USSOCOM mission objectives. USSOCOM purchases those items which are deemed to be special operations forces (SOF) peculiar.

This is defined as "equipment, material, supplies, and services required for which there is no Service-common requirement." These are limited to items and services initially designed for or used by SOF until adopted for Service-common use by other DoD forces, modifications approved by the Commander for application to standard items and services used by other DoD forces; and items and services which the Commander approves as critically urgent for the immediate accomplishment of the SOF activity.
