The COVID-19 pandemic is creating unprecedented economic reactions from Congress and causing changes to the DoD contracting and budget landscape (FY21-23).

Ted Anderson is a seasoned Government Relations specialist, having worked for three leading advocacy firms in Washington, D.C. since 2003. Leadership and conviction are the hallmarks of his offering, making Ted’s wisdom and valor, on the battlefield, the home front, and on Capitol Hill, indispensable to our company’s influence and guidance. Now a retired Army combat arms officer, Ted’s service to our Nation spans twenty-three years, with nineteen spent in the field amongst the Army’s most elite parachute/airborne units prior to serving in the Office of the Chief Legislative Liaison, Army at the Pentagon. His tenure as Chief of Policy for the Legislative Liaison Office encompassed an array of issues including personnel, base realignment, and closure (BRAC), medical issues, chemical demilitarization, logistics, and material command accounts.

 

His expertise is a crucial factor in Signal’s ability to deliver unsurpassed national security, defense, intelligence, and cybersecurity guidance to a multitude of national interagency clients. Charles Cooper

Charles is the Chair of Signal’s Advocacy practice.

 

Charles provides strategic advisory services to a diverse range of clients, including Fortune 100 companies, non-profits, trade associations, and coalitions. With close to two decades of experience in and around the political process, Charles works with clients to navigate the complex legislative, regulatory, and political process around the federal government. He specializes in working with clients on developing comprehensive strategies that include advocacy, communications, or a combination of both. He has significant experience helping organizations advance policy priorities or mitigate policy risk by developing, elevating, or re-positioning a D.C. brand. He has served as Chief of Staff to the House Republican Policy Committee, Policy Director of House Republican Conference, Chief of Staff to Rep. Adam Putnam, and several other legislative positions in the House and Senate.

 

Charles has worked extensively within a range of policy sectors, from healthcare to technology, to ensure his clients are a resource to policymakers around key issues and remain actively engaged on developing legislative and regulatory solutions that achieve meaningful outcomes. Prior to joining Signal, Charles worked in the House and Senate for over a decade, including several senior staff roles within the House leadership.

 

 

Sarah Hamlett

With more than 17 years of legislative and political experience, Sarah has distinctive awareness into how lawmakers view policy issues, and how to advocate client perspectives in terms that resonate with them, both via long term planning and more intense short-term policy-centered campaigns. Representing a broad range of clients in tax, energy, healthcare, and entertainment, Sarah is known for her expert counsel of the most recognizable brands with reputation challenges, as well as her adept coordination of political strategy and messaging, influencer and stakeholder relationship management, and grassroots and grass-tops advocacy. Drawing on her experience and network in the nation’s capital, Sarah provides honest, candid, and actionable insight into the policy and politics behind today’s most pressing federal issues.

 

Sarah brings to Signal an extensive background in government relations and public affairs, having served in both internal and external corporate positions, as well as various legislative roles on Capitol Hill. Sarah graduated from the University of Virginia with a degree in political science.

 

 

Charlie Moskowitz

Charlie brings almost a decade of Capitol Hill experience to Signal. With experience on both sides of the Capitol, in personal offices and on Committee staff, he knows how to think creatively to accomplish clients’ goals. He most recently served as the Chief Legislative Counsel for Ranking Member Senator McCaskill’s Homeland Security and Governmental Affairs Committee staff, managing a team of professionals that helped pass legislation on everything from disaster recovery and drone use to acquisition reform and improving the efficiency and effectiveness of the federal bureaucracy. He also managed several oversight investigations for Senator McCaskill.

 

Prior to his Capitol Hill experience, Charlie was an international trade attorney at Hogan and Hartson focusing on customs and immigration issues.  Prior to that he completed the Coro Fellowship in Public Affairs in Los Angeles and served as an associate in the Marketing Partnerships group at the National Basketball Association.  In addition to his understanding of Capitol Hill, he brings a lawyer’s eye and a marketer’s approach to problem-solving for his clients and raising their DC profile.

 

 

Allie Traynor

As a Senior Associate with Signal, Allie works with our defense team to execute clients’ national security, intelligence, and cybersecurity priorities. Her analytical and research skills are paramount to keep our clients up to date on daily-changing legislation, regulations, and government guidance.

 

Allie holds a broad range of political experience, from working in the Mayor’s Office in Pittsburgh to a Pennsylvania state lobbying firm and with a Pennsylvania State Senator.  She spent time at Sciences Po in Paris, France, where she deepened her understanding of international security and world order. Allie holds a B.A. in Politics & Philosophy from the University of Pittsburgh.
