Synopsis:

 

The United States Army Contracting Command - Warren (ACC-WRN) intends to issue a Request for Prototype Proposals (RFPP) for the Development of a Stryker In-Vehicle Network (IVN-2) on or about  December 27, 2018. The RFPP will be issued under the Defense Automotive Technologies Consortium Other Transaction Agreement (DATC OTA), W56HZV-16-9-0001 PA026. The DATC OTA was awarded under the authority of 10 U.S.C. § 2371b, Section 815 of the 2016 National Defense Authorization Act, P.L 114-92.

 

The Government is planning to pursue a prototype project for the design, development and testing of components for the Stryker In-Vehicle Network (IVN-2) Rugged Keyboard Video Mouse (KVM) which will result in a prototype IVN-2 KVM. The prototype IVN2 KVM is intended to support a minimum of three computing devices and up to four total computing devices connected to a single display.

 

 

 

Currently TEMPEST and Defense Information Systems Agency (DISA) approved KVMs are used in office environments to span unclassified to secret classification levels. This allows the user to switch between the use of four different computing devices while only needing a single set of input hardware (keyboard, video, mouse and display). In the case of this project a display with touch screen and bezel controls will be used instead of a display with a keyboard and mouse. This new unit will create a clean break between the different classification levels without the addition of displays (saving space, weight, and power). Per unit cost of the end product and schedule are key aspects. Creating a rugged direct current (DC) powered version of an existing certified commercial/industrial unit, is a very desirable approach. The prototype and end product shall support four total computing devices connected to a single display. The Government anticipates that the Stryker IVN-2 KVM prototype project will lead to a follow-on production effort.

 

 

 

Follow-on Production:

In accordance with 10.U.S.C. 2371b(f), and upon a determination that this competitively awarded prototype project has been successfully completed, this prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures.

The purpose of this announcement is to provide members of the Defense Automotive Technologies Consortium (DATC), and industry in general, advanced notification of the Government's intent to release a RFPP to the DATC membership.
