Description:

The Naval Air Warfare Center Aircraft Division (NAWCAD) seeks participation in the 2022 NAWCAD Advanced Naval Technology Exercise (ANTX) in the area of Multi-frequency Wideband Apertures to support Distributed Maritime Operations (DMO). NAWCAD is seeking hardware and software technologies/systems that are supportable and scalable across various sized and complex air platforms, manned and unmanned.  Of particular interest are systems/technologies for Unmanned Vehicles group 3 and above which are highly dependent on data and communication networks for command and control, vehicle status, data transfer (comms/video), payload, and a multitude of other functions. The proposed systems should also be able to be incorporated into other manned platforms. A major focus is to address networking challenges such as deployment and effective operation of wireless networking solutions in autonomous, dynamic, and contested environments while maintaining modularity and low Size, Weight and Power (SWaP).  Proposed solutions should focus on capabilities that have military relevance, can be integrated into open systems, and can be transitioned to the warfighter. The areas of interest include:

  • Low Size, Weight and Power (SWAP) Communication Technology
  • Ability to support/operate with Software Defined Radios (SDRs)
  • Ability to operate across multiple frequency bands
  • Full Duplex Communications

Application Deadline. Applications for participation in the NAWCAD ANTX (to be conducted in August 2022) will be accepted until 2359 EST on 19 April 2022.

Submit completed application packages via email to the point of contact listed at the end of this notice.

Invitations to participate in the experiment are anticipated to be issued via e-mail no later than 2359 EST on 29 April 2022. Responses to invitations will be due no later than 2359 EST on 13 May 2022.

As part of the initial application to participate in the NAWCAD ANTX event, prospective candidates will need to submit the following:

  • White paper (template provided) not to exceed 6 pages, describing their system/technology. Respondents are required to use the template provided, and abide by the format and content instructions therein, in order to ensure they provide all information relevant to the evaluation factors established in this announcement.
  • PowerPoint packet (template provided) includes one quad chart slide, and one (1) additional slide that can be used for any additional pictures or videos.

All submitted applications will be reviewed by the Government. Based on an evaluation of all submitted applications against the established evaluation criteria, the Government will be determined which candidate technologies will be extended an invitation to participate in the NAWCAD ANTX event. Not all applications will be given the opportunity to participate in the ANTX event. 

Note that the Government is not seeking theoretical solutions or ideas to the problem set identified herein. Rather, the Government is specifically seeking information about, and live demonstration of, technologies for which the applicant has, at a minimum, a working prototype of the physical hardware/software/system.

The Government will coordinate NAWCAD ANTX event range set-up and provide coordination assistance for frequency allocation and other ground support as required. 

The NAWCAD ANTX event venue is located at the Naval Air Station Patuxent River, Maryland and/or Wester Outlying Field (WOLF) in Saint Inigoes, Maryland.

The results of this technical demonstration event may be used to inform and scope potential future acquisitions.
