The Department of Defense (DoD) seeks innovations in space domain data visualization. DIU is partnered with the United States Space Force’s Space Systems Command and Space Rapid Capabilities Office, and potentially others to prototype commercial solutions that address these challenges.
Data visualization tools support commanders in space operations centers or battlefield environments. They should effectively synthesize, verify, compare, and combine relevant space domain awareness and environment data in various formats from multiple sources. Responses to this solicitation should demonstrate the vendor's ability to deliver a product that incorporates data processing, modeling, and visualization tools that are inherently extensible and user-friendly.
Competitive proposals will address the following objectives:
- Provide an open framework architecture with public-facing application programming interface and software development kit allowing third-party developers the means to develop, integrate, and maintain new visualization tools; the platform must use open protocols and standards
- Collect and track operational usage metrics on vendor provided tools; display usage metrics to users
- Demonstrate how the interactivity of events and relevant space domain information could be displayed
- Space domain information includes but is not limited to space environment data, space situational awareness data, data derived from predictive analysis, the health status of spacecraft systems, or other external factors
- Offline or synthetic data streams may also be used for development and testing
- Demonstrate user alerts and the visualization of events in near real-time using real or synthetic data streams
- Incorporate a multi-level security architecture to allow data sharing and collaboration in the context of combined space operations with allies and commercial partners.
- Note: Non-US vendors must be compliant with International Traffic in Arms Regulations
- The demonstration effort will be within an unclassified environment; however, it is expected that prototypes will transition into the classified, mission-relevant environments. Vendors will be required to have cleared personnel, which can be achieved through teaming arrangements
- Demonstrate that solutions are capable of operating locally/offline (can be cloud enabled/enhanced but not necessarily cloud-dependent)
In addition, vendors should consider incorporating the following objectives as part of their proposed solution:
- Leverage open-source data formats and open framework architecture to the maximum extent possible to
- Make every effort to facilitate easy integration of the delivered visualization solution
- Ensure interoperability in the visualization solution
- Incorporate current commercial best practices into the visualization solution
- Provide the means for users to configure custom interface layouts, with support for saving, labeling, and switching between layouts
- An option to support allied international and commercial partners which includes,
- A demonstration of technical interoperability with global systems/platforms (taking into consideration policy and information security requirements) and
- Identification of experience delivering products to international customers
- Familiarization for first-time users (on-boarding) or updates for existing users should be exploratory (quick, in-app set-up) and not require formalized training
Preference will be given to:
- Proposals with solid evidence of productization
- Evidence can be provided in the form of password protected links to deployment guides and high level design docs and commercial customer testimonials
- Proposals submitted with references to production deployments
- Solutions with existing accreditation (examples: Authority to Operate, Federal Information Security Modernization Act, Federal Risk and Authorization Management Program Level X), or at minimum show a clear path to achieving Authority to Operate
