Description
The Army RCCTO seeks solutions, approaches and prototypes for an offensive unmanned aircraft systems (UAS) swarm that is a group of three or more UAS robots that perform tasks cooperatively, in a decentralized manner, while receiving limited or no control from a human operators. Such a swarm of UASs, also referred to as a “kit”, should integrate reliable target identification, and shall be deployable via a truck (Joint Light tactical Vehicle (JLTV) or High Mobility Multi-Purpose Wheeled Vehicle (HMMWV)) or trailer mounted configuration, and shall provide kinetic effects on a list of targets. The objective range of the kit is 10-30km.
This is a Request for Information (RFI) only.

This request shall not be construed as a solicitation announcement, invitation for bids, request for proposals, request for quotes, or an indication that the government will contract for the items contained in this notice. Interested contractors are invited to provide responses to the RFI. Both large and small businesses, as well as academic institutions, are encouraged to respond. The information provided may be used by the Army in developing its acquisition strategy, statement of work/performance work statements, and/or statement of objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly.

The government will not reimburse respondents for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort.
All interested parties should submit a capabilities statement with a maximum of ten (10) pages.

Responses should also include, but are not limited to the following:
• Estimates on how long you require to design, prototype, and deliver kits as described above.
• Estimates on known testing requirements.
• Provide an overview of how you would produce the kits.
• Provide examples of past swarming work you have performed.
• Provide a ROM cost.

Recommendations: Based on your system’s capabilities as sought above and your company’s understanding of the operating environment, provide any additional recommended capability requirements and performance thresholds. Please highlight unique capabilities that make your product stand out. This information will help bound the art of the possible for the effort in the timeframe we have available.
