• Deployable JOC in a Box and data fabric infrastructure
• Human-machine interface for collaborative SOF Command and Control
This effort will result in an award for solution(s) for innovative technologies through a multi‐phased, competitive process.

Purpose
SOFWERX, in collaboration with USSOCOM PEO SOF Digital Applications (PEO-SDA), will host a Virtual Assessment Event to identify future technologies to accelerate the application of innovative commercial software into deployable warfighting capabilities. Modular software solutions may be integrated into the Mission Command System (MCS) to unify the SOF enterprise via a Common Operational Picture (COP).

This activity is an Assessment Event (AE) under USSOCOM Commercial Solution Opening (CSO) for SOF Digital Applications. Potential prototype projects will enhance decision-making through human-machine interaction with uniquely SOF data and architecture that support Special Operations core activities and globally deployed footprint. The CSO and AE will result in an award for solution(s) for innovative commercial technologies through a multi‐phased, competitive process.

CSO Technology Area of Interest (AOI): Future Technologies for United SOF COP
PEO-SDA seeks continuous innovation in the development and fielding of future software components advancing a modular open systems approach to MCS/COP. Rapid integration of commercial solutions is required to meet emerging operational needs and SOF Warfighter requirements. Continuous innovation and integration accelerate the convergence of technologies into integrated capabilities for SOF command and control, collaboration, and global situational awareness.

Objectives

Seamless integration of Joint All-Domain Command and Control (JADC2) and sensor-to-shooter concepts into MCS/COP human-machine interface, experimentation, and prototyping.

Automated support for the development of Concepts of Operation (CONOP) and CONOP-based decision support via advanced artificial intelligence to automatically identify risks to operational plans based on deep analysis of data from traditional and non-traditional sources. Plug-and-play algorithms must automatically identify opportunities for operational success by analyzing all available resources and materiel, along with current opposition analysis.
Streamlined integration of new full-motion video (FMV) layers (broad area, near-real-time (NRT) hyper-spectral, pervasive FMV stitched together), open and non-traditional data sources (cyber, social, OSINT, Publicly Available Information, Military Information Support Operations) into MCS and COP automation, simulation, training, and visualization.

Visual simulation to automatically stimulate and simulate operational plans based on multiple scenarios to identify risks and ways to increase mission success. Automated ingestion and display of simulated operations, with alerts on negative or unexpected outcomes. Automated generation of animated operational simulations so that Operators and leaders can immediately visualize likely outcomes of operational plans.

Automated training modules for inserted capabilities. As new capabilities are integrated with MCS/COP at an accelerating pace with reduced lead-time, traditional training schedules will become obsolete, and new capabilities will require intuitive self-directed training and automated “helpers” to create and tailor workflows.
Micro-platform agnostic data storage infrastructure at mobile Joint Operations Centers (JOCs) enabling local data usage when disconnected from the network architecture. Advanced Machine Learning and Robotic Process Automation to replicate common Operator actions and automatically create an initial operational picture (JOC in a Box) including data services to reduce cognitive load so that Operator-expertise is used for complex reasoning.

Timeline
Phase 1 – 19 May 2021 to 30 June 2021 Submissions to the Assessment Event (AE) Open: Interested respondents who could potentially provide solutions that meet the needs of USSOCOM are encouraged to submit Solution Briefs to this specific Area of Interest (AOI) for USSOCOM review. Submissions will be reviewed independently against evaluation criteria in the CSO announcement linked below. To submit your technology for potential Phase 3 attendance, please follow the submission instructions NLT 30 June 2021.

Questions Due – 01 June 2021 (NLT 6:00 PM ET): Interested offerors may submit questions regarding specific technology objectives or in preparation for the Solutions Brief. Responses to submitted questions will be posted via a link below o/a 03 June.

Phase 2 – 01 July 2021 to 12 July 2021 Downselect: USSOCOM will downselect those respondents/submissions they feel have the highest potential to satisfy their technology needs. Companies with favorably evaluated Solution Briefs will receive an invitation to Phase 3 o/a 13 July 2021. USSOCOM may proceed directly to Phase 4 after a successful Phase 1 evaluation.

Phase 3 – 03 August 2021 Virtual Assessment Event: USSOCOM will host downselected respondents virtually, wherein each company will have an allotted amount of time to pitch and/or demonstrate proposed solutions to Government stakeholders and hold any discussions necessary for assessment. Capabilities will be reviewed independently against evaluation criteria in the CSO linked below. Participation in Phase 3 is at the company’s expense. Discussions may occur outside of the pitch/demo session. Favorably evaluated solutions will advance to Phase 4.

Note: Phase 3 is optional and may not always be conducted or may not be required for every successful Phase 1 submission. USSOCOM aims to complete Phase 4 evaluations and Company notification within 30 calendar days of the assessment and/or receipt of additional requested information. All companies will receive a notification. Only favorably evaluated solutions will enter Phase 4 of the CSO process.

Phase 4 – Through 31 October 2021 Request for Prototype Proposal (RFPP): USSOCOM will issue an RFPP to those companies intended to receive a contract or agreement for their proposed solution. Companies will collaboratively build Statements of Work (SOWs) for their specific solutions with the Government team and negotiate contract/agreement terms and conditions for the award. The purpose of the prototype is to demonstrate a phased approach for fielding an innovative commercial solution, including a production system on an operational network. Awards under this CSO will be either FAR-based Firm-Fixed-Price contracts or Other Transaction Agreements under 10 U.S.C. 2371b for Prototype Projects with potential follow‐on, non‐competitive Production Agreements. The contract type will be determined during Phase 4. Multiple awards may be made to pursue dissimilar solutions should they all meet the technical criteria and funds are available.

Phase 5 – FY22 Prototyping and Assessment: Companies will have an opportunity to demonstrate the viability and effectiveness of capabilities for operational use via an agile methodology. USSOCOM will complete the final capability assessment and may exercise an option for follow-on production without further competition. The successful company(ies) will field increments of operational capability via MCS/COP through a number of agile iterations within the first year of the contract or agreement. Increments satisfy an initial set of Warfighter/End User needs, security, and testing with working features to meet minimum functional capabilities in the above technology objectives and shape future iterations.
