ENTERPRISE SPECTRUM MONITORING SOLUTION

1. INSTRUCTIONS

This Request for Information (RFI) is being issued by Air Combat Command (ACC) Acquisition Management and Integration Center (AMIC) as part of its Market Research to identify available sources, capabilities, and receive industry input with regard to two separate Spectrum Monitoring System requirements:

1. AMIC intends to award a sole source modification to its current contract, FA489020P0015 with CFRS to upgrade to the current Spectrum Monitoring System at Joint Base Langley-Eustis (JBLE).
2. AMIC is also pursuing a separate acquisition for an ACC Enterprise Spectrum Monitoring Solution and is considering an Indefinite Delivery Indefinite Quantity (IDIQ) contract that provides all the equipment, labor, installation, and training necessary to install Spectrum Monitoring Systems at up to 13 ACC bases. The intent for the enterprise solution is for all systems to be monitored from Langley AFB. It is currently anticipated that Seymour Johnson AFB and Shaw AFB will be the first bases to require system installation.

Responses to this RFI are not offers on which ACC AMIC can issue any contract/order. This RFI has been issued for information and planning purposes only and does not itself, constitute a Request for Proposal (RFP) or Task Order Proposal Request (TOPR). The Government does not intend to award a contract/order based only on responses to this RFI. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense.

2. DESCRIPTION

The Directorate of Cyberspace and Information Dominance (ACC/A6) is seeking information on how an interested contractor could upgrade Langley’s current spectrum monitoring system and deliver fixed-site and portable RF spectrum monitoring systems to other ACC bases that can be monitored from Langley AFB.

The planned outcome of the first action is to upgrade the current CRFS COTS TRL9 RFeye system at Langley AFB to incorporate 3D Time Difference of Arrival (TDOA) capability with drone detection to the current system.

The planned outcome of the second action is to award an enterprise solution in the form of an IDIQ contract, in which orders could be placed over a five-year ordering period to install and/or upgrade systems across all 13 ACC bases. A single IDIQ award is anticipated, and all installed systems must be able to be monitored and diagnosed from Langley AFB. The established framework for Langley AFB may be used to establish spectrum monitoring systems at additional ACC Installations.
