Project Description

The Department of Defense is seeking a solution to regain the advantage on the digital battlefield. The solution needs to allow the use of commercial technology to disrupt adversarial ability to affect our infrastructure, or to help identify objectives and develop courses of action to cause a desired effect. Initially in Prototype Phase One, the prototype will be used to exploit information from digital media, images of media, or scraped from other sources to deliver: real-time analysis of data, present trends, patterns, and relationships directly in support of operations. Prototype Phase Two will increase the scope of source information to the Internet of Things (IoT), expand the platform and add additional languages.

Prototype Phase 1

This phase will focus on using Natural Language Processing to derive information from open source foreign text to develop objective analysis and location as well as build the initial platform upon which the project can evolve. The prototype should be able to ingest digitized information in physical form (e.g. pictures and white boards) and digital media for example but not limited to: structured/unstructured data from external media, open source websites and apps, and accompanying metadata. The government expects that the prototype will be able to scrape data from foreign digital media, including foreign messaging applications and websites, data from IoT, and be rapidly adaptable to derive new objectives as mission requirements evolve. Translation capability should be able to interpret various modalities of unstructured media into English as quickly as possible. We expect vendors will submit machine learning-based solutions. The prototype should be able to store, organize, and recall this information for use in tactical environments.

The government expects a seamless UX (user experience) such that a non-technical user is able to easily access analytic outputs. This UX should allow users to search by English or the original language. The DoD recommends that the solution be built using a modular, open-systems architecture. Data should be ingested, exchanged, and output using open standards and open schemas. The system should offer an interface to be integrated with third-party applications. The solution should lay the foundation for a platform in which additional capabilities may be added due to mission requirements. Basic capability for the ingestion, translation, correlation of unstructured data and display in Chinese and Russian must be demonstrated during the pitch event. It is intended that Phase One will be completed by the end of Q3 2021.

Prototype Phase 2

The solution will extend to support additional languages and dialects based on mission priority. This solution must be architected to eventually be deployed behind the firewall on classified networks and to pass information to other analytics systems on classified systems (e.g. via REST APIs). This system is also intended for edge deployment on hardware an operator can use in the field (e.g. laptop, tablet, mobile phone) for scanning materials and performing machine translation as well as integrating on a heads-up display for real-time translation of incoming foreign text data. The system is also envisioned to integrate with hardware devices used for exploiting smart phones, IoT and other form factors in order to extract text, translate, and trigger alerts for known objective keywords as well as correlate with data from other exploited information.
