GSA Updates Order of OASIS SB and Unrestricted Open Season On-Ramps

OASIS and OASIS Small Business (SB) are multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services. Details of OASIS Contract include:

• Span many areas of expertise and mission space;
• Span multiple professional service disciplines;
• Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
• Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.

The core disciplines of the contract include:

• Program management services;
• Management consulting services;
• Logistics services;
• Engineering services;
• Scientific services; and
• Financial services.

GSA’s OASIS program is conducting a series of open season on-ramps to increase the industrial base on the OASIS SB and OASIS U Pools 1, 3 and 4 and also establish 8(a) sub-pools under each OASIS SB Pool with task order history.

These OASIS on-ramps are designed to increase industry access to GSA Professional Services Best-in-Class contracts and help agencies achieve OMB mandated government-wide Spend Under Management goals by shifting unmanaged spend to existing Best-in-Class contracts. The on-ramps will also increase the industrial base to improve competition at the task order level.

The open season on-ramps will be conducted using a phased approach. The first of these on-ramps is already underway, with the OASIS SB Pool 1 final solicitation issued on September 10, 2018. Moving forward, GSA has plans to on-ramp OASIS SB sub-pools for 8(a) contractors for Pools that have had previous task orders issued under OASIS SB. OASIS Unrestricted Pools 1, 3 and 4 will follow the 8(a) sub-pools.  The OASIS on-ramp series will conclude with OASIS SB, Pools 3 and 4 later this year.

We will also conduct vertical and lateral on-ramps for existing OASIS SB contractors who will outgrow their Pool’s size standard upon re-representation. These on-ramps will allow growing companies to continue performing under OASIS in Pools where they are eligible.

Listed below is our current proposed schedule and anticipated milestones for the on-ramps. Please review it as there have been some changes since our last blog. And please be aware that this schedule is subject to change if unforeseen circumstances arise.
