The Army Contracting Command, ATTN: CCAM-RDT, Building 401, Lee Boulevard, Fort Eustis, VA 23604-5577 is issuing this Pre-Solicitation Notice as a means of inviting industry feedback and gathering information to support the definition of anticipated Special Notices ("Calls") under Broad Agency Announcement (BAA) W911W6-19-R-00XX. For reference, the current BAA W911W6-18-R-0005 will resemble the 2019 BAA that the Calls will be posted against. The results of this Pre-Solicitation Notice will be utilized by the Aviation Development Directorate (ADD) in finalizing Calls under the referenced BAA for the Advanced Teaming Demonstration Program. ADD will host an Industry Day on December 6, 2018 in Huntsville, AL and offer opportunities for face-to-face meetings during the event. Additional information is provided below.


THERE IS NO CALL AT THIS TIME. This request for feedback and information from sources capable of satisfying the research effort does not constitute a request for proposals; submission of any information in response to this Pre-solicitation Notice is purely voluntary; the Government assumes no financial responsibility for any costs incurred.

ADD-E intends to solicit proposals and issue Calls under BAA W911W6-19-R-00XX beginning in JANUARY 2019. The Government will utilize all responses received to this Pre-Solicitation Notice to ascertain market capability, gather information on potential sources, and better define the Government's requirements in the anticipated competitive actions. It is anticipated that Calls issued under this BAA will be full and open. The NAICS code will be 541715 (i.e., Research and Development in the Physical, Engineering, and Life Sciences except Nanotechnology and Biotechnology).


ADD intends to issue Calls that request proposals to support the requirements of the Advanced Teaming Demonstration Science and Technology (S&T) advanced technology development program as summarized in Attachment 1: Advanced Teaming Demonstration Program Description (posted with this notice). This Applied Research (6.2) and Advanced Technology Development (6.3) program seeks to develop and demonstrate teamed collaborative operations of autonomous, manned and unmanned, Army aircraft executing tactical missions with minimal human intervention. It is anticipated that the program will begin with technologies at Technology Readiness Level (TRL) 4 and mature them to TRL 6 or 7 with potential to transition into advanced component development and prototypes. Technologies and products of interest to the program include autonomy applied to aviation mission planning and execution, intelligent systems for robust, adaptive, decision making, advanced perception technologies with automated target and object detection and identification systems, mobile ad hoc networks for team communications, and intuitive human machine interface technologies. All of these capabilities will work in conjunction with payload products such as sensors, radios, weapons, and tube-launched drones released from vertical lift or fixed wing UAVs and piloted aircraft.
 
Attachment 1: Advanced Teaming Demonstration Program Description provides an outline of the technical requirements of the program. Further details on the technical requirements of the Advanced Teaming Demonstration Program are included in a Supplemental Information Package. The Supplemental Information Package includes the following documents: a) Advanced Teaming Demonstration Technical Requirements Document, b) Advanced Teaming Concept of Operations, c) Comprehensive Architecture Strategy, d) JCA Model Supplement, and, e) Objective Mission System Definition. Documents include military critical technical content and will be provided to qualified parties upon request in writing by email. Requests must be accompanied by a verifiable Joint Certification number or a copy of the Offeror's current and approved DD Form 2345, Militarily Critical Technical Data Agreement. Responders to this Pre-Solicitation Notice are encouraged to provide written responses with the following information: 1) Organization name, address, email address, CAGE code, web site address, telephone number, size and type of ownership of the organization, and socioeconomic business status if applicable; 2) A statement about relevant capabilities, experience, resources, facilities and company funded research efforts that pertain to the Government's requirements; 3) Feedback on the requirements and proposed approach described in Attachment 1 and the Supplemental Information Package; 4) A description of similar technology products offered to the Government within the past 3 years, if applicable, with customer point of contact information; 5) List of data items with claims of restrictions to rights in technical data, if any, with a description of the capability related to each data item; and 6) Any other specific information that pertains to the requirements in in this Pre-Solicitation Notice, consideration of which would enhance the Government's ability to accomplish its technology demonstration objectives.

Submission Instructions: Interested parties are invited to submit a response to this Pre-Solicitation Notice not later than 1530 EST, January 4, 2019. Vendors should appropriately mark any data that is proprietary or has restricted data rights.
