Description :

This synopsis serves to meet the requirement of FAR 5.201. The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office for Command Control, Communications, Computers, and Space (PEO C4I and Space) Program Manager, Warfare (PMW) 160, Tactical Networks, intends to issue a Full and Open competitive Request for Proposal (RFP) N00039-21-R-9100 for the procurement of a Consolidated Afloat Networks and Enterprise Services (CANES) Full Deployment Contract. The RFP will be released in Q4FY21 or Q1FY22, with a contract award estimated for the Q4FY22 timeframe.

CANES is the Navy's Program of Record (POR) that consolidates and replaces existing afloat networks providing the necessary infrastructure for applications, systems and services required to dominate the cyber warfare tactical domain. CANES represents a key aspect of the Navy's modernization planning by upgrading cybersecurity, command and control, communications and intelligence systems afloat, and by replacing unaffordable and obsolete networks.

 The primary goals of the CANES program are to:

1) Provide a secure afloat network required for Naval and Joint Operations;

2) Consolidate and reduce the number of afloat networks through the use of Common Computing Environment and mature cross-domain technologies;

3) Reduce the infrastructure footprint and associated Logistics, Sustainment, and Training costs; and

4) Increase reliability, security, interoperability, and application hosting to meet current and projected Warfighter requirements.

The CANES procurement will be conducted under full and open competition. The Government anticipates issuing a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The MAC IDIQ contract will be a ten (10) year ordering period.

 The Government anticipates utilizing a Firm Fixed Price (FFP) CLIN structure for:

1) CANES Production Units for afloat unit, force, and submarine platforms,

2) Software – Initial,

3) Software - Renewals and Maintenance,

4) Spares, and

5) Lab Equipment.
