Project Description
The Department of Defense (DoD) seeks a commercial talent marketplace to match DoD mission needs with military personnel (Reservists and National Guard) seeking short-term, project-based duties.

The Reservist and National Guard workforce is highly skilled across a variety of private-sector industries and has the potential to make substantial contributions to DoD missions. Unfortunately, this extra-military experience is undiscoverable and thus remains underutilized by traditional talent identification and hiring processes. Gig Eagle will focus on staffing “gig” project needs ranging from four hours to several months in duration, considering both civilian and military experience and qualifications.

The objective of Gig Eagle is to enable real-time, location-agnostic talent identification, allowing DoD project managers to engage and match military personnel with DoD missions where their talents will have the most impact. The initial prototype will focus on Reservists and National Guard.

The DoD seeks a commercial off-the-shelf (COTS) cloud-based application with the following capabilities:
• Supply-side (military reservist) biographical information: profile creation with the ability to ingest external artifacts (e.g., resume, military service record) and infer associated skills based upon presented text
• Demand-side job descriptions: streamlined ability to create and post details of short-term projects
• Embedded authentication functionality for verification of military status
• Artificial intelligence algorithms: utilization of machine learning for frictionless matching between user-profiles and available projects
• Application access via desktop and mobile devices
• Collaboration tools like in-app messaging, email generation, and interview coordination
• Feedback mechanism to capture reservist and hiring manager feedback upon project completion
• Platform analytics and metrics reporting functionality
• Solutions should be commercial products that leverage a deployment track record and active customer base to ensure off-the-shelf compatibility with a continuously growing base of managed cloud services.

In addition, vendors must be open to incorporating the following platform augmentations, if not already available as part of their proposed solution:
• Robust authentication scheme for platform access
• In-process or willing to achieve FEDRAMP moderate certification
• Appropriate level of data protection for personally identifiable information (PII), reservist biographies, and gig descriptions
• Integration points with external systems, including HR & compensation, document sharing & collaboration environments, etc.
• Expandable to support up to 1M+ users
• User onboarding strategies and materials, including but not limited to: content curation for marketing purposes, step-by-step guides to familiarize new users with the platform, and troubleshooting/support solutions.

Vendors are encouraged to submit multiple solutions for consideration. Examples include Cloud application only, Platform augmentations only, and/or an integrated solution that combines both the cloud application and any of the platform augmentations, identified above.

Successful solutions will demonstrate consistency with the DoD AI Ethical Principles. Failure to comply with DoD AI Ethical Principles will result in elimination from the CSO.
