Description Digital Wargaming Background: AFWERX is seeking diverse industry partnerships and engagement to identify key technology sectors under the Digital Wargaming initiative, that if “primed” by government engagement, could advance US national security and economic interests. This campaign is part of the Digital Prime initiative. Details of Digital Wargaming: Wargaming is a standard practice for government and industry policymakers to predict future trends, test potential policy changes, and train personnel. Wargaming exercises often require months to develop, are adjudicated manually by human experts, and are a single event constrained by the availability of participants. Wargame outcomes, and the associated data, are analyzed and summarized to provide leadership with information to drive decision-making for force presentation and strategic investments. Of specific interest are capabilities for rapid scenario development and customization, visually compelling and user-friendly interfaces, improved data collection for analysis, and execution in geographically distributed teams. The models used in this environment may be leveraged from external sources such as government or commercial databases and could be at varying levels of detail. Leveraging standards-based digital engineering methodologies and supporting execution on cloud-based architectures ensures compatibility with the emerging information technology and infrastructure capabilities. Why Digital Wargaming? Digital wargaming will provide users with a strategic planning advantage, allowing them to develop and execute scenarios faster, leading to faster and more informed decisions. Users across an organization will benefit from interacting with potential concepts in an immersive environment, providing better data to make informed decisions and understanding of the potential impact they may have. In addition to these benefits, Digital Wargaming will enable wargames to scale up to include more players with adjustable gameplay fidelity that is responsive to the available information. The evolution to software-based systems will allow for seamless connections to data from multiple government and commercial databases, allowing dynamic updates and game assets creation. By generating and storing data on all aspects of the wargame, there will also be new opportunities to provide artificial intelligence to provide decision support and recognize patterns within the data. Finally, networked solutions will allow participants to be dispersed geographically instead of requiring the co-location of individuals for planning conferences and wargame events. Stakeholders involved: We are seeking feedback from industry, investors, academia, and government to inform how the Digital Wargaming initiative will be fashioned. The feedback received through this survey will be used to evaluate if a formal program will be funded to quickly advance technology maturity and market adoption of digital wargaming and derived business opportunities. What’s in it for industry? Government and industry organizations recognize the potential for digital wargaming, and we anticipate a growing market for these technologies. Wargaming is prevalent across US government organizations, and industry partners have an opportunity to shape how we can achieve a transformation to digital platforms. Additionally, industry can use this technology to tap into the growing market for commercial games, including augmented and virtual reality. Next Steps The Market Research will be released on February 8th and will be open for submissions until 8:59pm PST on April 8th. Upon completion of the market research, the Digital Wargaming concept will be refined as appropriate, leading to a decision on whether to launch the formal campaign. If selected, the campaign will seek proposals from teams made up of industry, academia, and non-profits to develop Digital Wargaming systems and capabilities that can be demonstrated within a 36-month timeframe. It is expected that proposed concepts will also involve partnerships with private investors and with a cross-section of the federal government to enable rapid capability demonstration and/or to streamline and expedite processes that otherwise might prevent demonstration within 36 months.

This initiative will build the foundation for rapid and scalable innovation powered by data and human ingenuity, providing a distinct advantage in the global market. There are two areas of focus: Digital Engineering: Digital Wargaming: The Digital Prime market research campaigns seek to discover what key investments will build a partnership between the Air Force and industry to gain a strategic and technological advantage in the global market. We seek to identify what market sector is ripe for a “Prime” initiative to drive investments that the Department of Defense (DoD) can make to leverage and accelerate the commercial sector. Additionally, we aim to remove non-monetary hurdles, such as regulatory issues, that could accelerate progress in the commercial sector. |
