Digital Engineering is an integrated digital approach that uses authoritative sources of system data and models as a continuum across disciplines to support lifecycle activities from concept through disposal. It emphasizes the continuity of how models are used, providing better-informed decision-making, enhanced communication and understanding of processes, and increased efficiency of engineering processes.

Why Digital Engineering?

Moving from imagining disruptive concepts to marketable capabilities is an increasingly complex and lengthy process, often requiring execution and oversight from thousands of human innovators, engineers, and stakeholders. The use of digital threads through product development processes could help users answer the following questions:

How can I do this process better? Using the best analytical techniques instead of a rule of thumb; physics and math instead of habit.
What data needs to be available? Drive what data needs to be captured, curated, or purchased to improve decision processes.
What data do I have, and how useful is it? Understand the provenance of data, if it is outdated, the cost of a refresh or clean up, and what makes a source authoritative.

How do I get the data delivered to the need? Efficiently translate, transfer, and format data as decision-making needs are identified.
Can I quantify the error in information supporting my decision? Understand where upstream data and analytics introduce uncertainty and if the right question is being asked.

This campaign seeks to identify market opportunities for digital engineering, where government and industry partnerships could accelerate progress. Upon completion of the market research, the Digital Engineering concept will be refined as appropriate, leading to a decision on whether to launch the formal campaign. If this topic is selected, this campaign will seek proposals from teams made up of industry, academia, and non-profits to develop Digital Engineering systems and capabilities that can be demonstrated within a 36-month timeframe. It is expected that proposed concepts will also involve partnerships with private investors and a cross-section of the federal government to enable rapid capability demonstration and or to streamline and expedite processes that otherwise might prevent demonstration within 36 months.

There are two areas of focus:

Digital Engineering:
A disruptive capability that provides real-time, data-driven analysis of how a product is designed, assembled, and tested. Rather than relying solely on expensive and time-consuming testing in the real world, digital engineering can identify risks and opportunities early in the design process and track how a product will fulfill operational requirements throughout the entire lifecycle, significantly reducing delays and costs.

Digital Wargaming:
The commercial gaming industry market is expected to exceed $200B in 2023, with emerging business opportunities to help a wide range of industries develop intuitive interfaces, improved scenario design and execution, and rapid analysis of alternatives. Wargaming allows organizations to assess the potential impact of new or emerging technology concepts, understand complex scenarios, test and evaluate courses of action, and inform decision making.
