On the precipice of a revolution in military affairs, our adversaries have harnessed the exponential growth of Unmanned Systems (UxS) and consumer-based technology to supplant U.S. air supremacy. Service-provided solutions have begun to address the modern threat, however, fail to meet unique requirements driven by the innate need for SOF to deploy optimized CUxS solutions that reduce Operator burden. On the precipice of a revolution in military affairs, our adversaries have harnessed the exponential growth of Unmanned Systems (UxS) and consumer-based technology to supplant U.S. air supremacy. Service-provided solutions have begun to address the modern threat, however, fail to meet unique requirements driven by the innate need for SOF to deploy optimized CUxS solutions that reduce Operator burden. USSOCOM requires a System Integration Partner (SIP) to bring together Family of Systems (FoS) solutions that combine various sensors and effectors to meet the evolving needs of SOF operators.  

Through multiple industry engagements, feedback from formal Sources Sought (Notice ID: CUxSSIP_17April2020), participation in the Joint Counter Unmanned Aerial Systems (C-UAS) Office, Department of Defense Counter Unmanned Systems (CUxS) working groups, direct SOF operator feedback, site surveys, and continued engagement, Special Operation Forces Acquisition, Technology, & Logistics Program Manager Counter Proliferation (SOF AT&L PMCP) has developed a draft Performance Work Statement (PWS) (PPON Attachment 6) to capture the totality of the SIP Production requirement which the Government anticipates awarding as a follow-on production transaction or contract. Vendors should review and strongly consider all documentation prior to responding to this notice. 

PPON Phases Overview: This PPON is broken down into three (3) Phases, as highlighted in the PPON. This notice covers Phase 1, White Papers. After review and evaluation of vendor submitted White Paper Responses the Government will invite up to 10 vendors to Phase 2. Phase 2 of this opportunity is Oral Presentations and Site Visits. At the conclusion of this phase of the PPON, the Government Anticipates awarding up to 5 OTAs to the highest-rated successful phase 2 vendors. The OTA awards will cover the Phase 3 Prototype Demonstrations. Vendors whose prototype is evaluated as “successful” in Phase 3 will be considered for a follow-on production transaction or contract for the totality of the SIP requirement.

The Government reserves the right to add additional phases to this opportunity if additional information is necessary to assess the Vendor(s) ability to perform as the USSOCOM SIP.
