Air Combat Command Reforge Proof of Concept

Title: Reforge Proof of Concept Commercial Solutions Opening (CSO)
1.2. General Solicitation Number: FA4890-20-S-0001
1.3. Open Period. Initiation to 1 October 2024 for receipt of White Papers.
1.3.1. The CSO Open Period is the period during which interested vendors may submit
White Papers.
1.3.2. The Government reserves the right to target specific contractors and request White
Papers with alternative submission deadlines to meet mission needs.

Purpose. The purpose of this CSO is to allow for competitive selection of innovative
technologies, and services to obtain solutions or new capabilities that fulfill requirements, close
capability gaps, or provide potential technological advancements in meeting the Objectives. This
CSO does not support or request undeveloped technology or solutions. As the Reforge CONOP
matures, this CSO may be modified for future capabilities related to the objectives.

Air Combat Command (ACC) developed a Reforge Concept of Operations
(Reforge CONOP) that provides the cornerstone for revolutionizing fighter aviator development
while improving CAF readiness. The Reforge CONOP creates a 12-month long initial tactical
training (ITT) program using advanced trainer aircraft to deliberately develop and experience
fighter aviators with relevant tactical skills prior to transitioning into 4th or 5th generation fighter
aircraft. Fusing proven tactical training with new technology emulating advanced mission
systems, (i.e. radar, datalink, navigation, weapons, and electro-optical targeting systems) ITT
allows aviators to master the skill sets needed for air combat success in a training aircraft. The
Reforge-trained fighter aviators will arrive to their Combat Air Force (CAF) units with
established tactical skills, allowing those squadrons to repurpose a preponderance of low-end
training sorties to high-end, peer-to-peer mission employment training. The ITT program
develops fighter aviators sooner, saves one to two family relocations and utilizes more of their
aviation service commitment for CAF employment rather than training
